INS officials eventually complained about state intrusion into federal immigration decisions, the audit noted. Faced with several federal lawsuits over the policy, California has already agreed to return almost $4 million to thousands of immigrants who say they were coerced into paying.
The 16 state workers assigned to the program have been transferred to other anti-fraud initiatives, said Walter Barnes, deputy director for audits and investigations for the California Department of Health Services. The matriarch, co-founder of La Popular Furniture Company and pillar of Temple B'nai Emet, was a devoted daughter and wife, a beloved mother, grandmother and great -grandmother. From her girlhood to her last days Sonia gave love, wisdom and lifeblood to ensure the survival and happiness of her family.
As a child she rose before dawn to deliver loaves of bread from her father's bakery, always making sure to be on time for school. As a young teen, during World War her babysitting earnings kept her mother and sister alive and together while her father was interned in a camp. After the war she continued to support her family. She met John Barsky, a Russian refugee, in Antwerp where they wed in 1922, and soon after emigrated to Mexico. Sonia and John built a series of businesses, first in various cities in Mexico, and then in Los Angeles, where they settled in 1932.

"Women in the eighth month of pregnancy with incredibly risky pregnancies are not applying for Medi-Cal because it might affect their status," said Lynn Kersey, executive director of Maternal and Child Health Access, a nonprofit group. Many of those affected are children born in the United States, who are entitled to public assistance but whose immigrant parents refuse the help out of fear.
"Immigrants are looking for some reassurance that they're not creating more problems for themselves by getting their kids insurance," said Doug Porter, chief of Medi -Cal programs in California. Davis' decision to end the initiative is an example of the state's new era of more immigrantfriendly politics. The governor last month signaled his intention to mediate an end to the protracted legal battle surrounding Proposition 187, the 1994 ballot initiative that sought to deny illegal immigrants such public services as education and medical care. In addition, state officials have joined immigrant advocates in calling for the INS to ignore whether prospective immigrants have received health care benefits in the past when deciding admissions. The INS is now reexamining the policy.
Activists seeking to slow the number of new immigrants worry that the changes could allow for fraud. Federal investigators have found some foreign visitors, including wealthy tourists, who billed the government for costly surgery. "If there's fraud, there certainly should be prosecution and the American people should be reimbursed for benefits received under false pretenses," said Ira Mehlman, West Coast representative for the Federation for American Immigra" tion Reform. Sandra Flores, 27, a legal immigrant from Guatemala, says that she was never accused of any wrongdoing. Upon returning from a 1997 trip to Guatemala, she was quizzed by an INS inspector at Los Angeles International Airport about past health care benefits.
She acknowledged that Medi -Cal paid for the delivery of her daughters, Wendy, 8, and Marla, 4. Flores, who is a legal permanent resident, is entitied to the benefits. Even so, Flores said, the INS agent at the airport told her: "You'll have to pay it back." Two months later, the California Department of Health Services sent a letter to Flores, noting that she had received $6,632 in MediCal benefits for the birth of her two daughters. The letter noted that it was not a debt or a demand for repayment. But Flores said it was made clear to her, by a state investigator and the INS, that she would be deported if she did not pay.
She and her husband, a hotel worker, borrowed the money. "I worried about what would happen to my children if I was deported," said Flores, who lives with her husband and two children one apartment in Hollywood. Moreover, Flores said, she was told to discontinue MediCal coverage for her children. Even now, Flores said, her family remains uninsured. "Not having insurance is a constant source of worry for us," Flores said.
"I just have to pray that my children don't get seriously ill." Jack Needleman; Clothing Executive By MYRNA OLIVER TIMES STAFF WRITER Jack Needleman, a high school dropout who became one of the Los Angeles garment district's most successful and influential businessmen and property owners, has died. He was 77. Needleman, a major philanthropist who bestowed millions of dollars on USC, the City of Hope and hundreds of charities, died April 25 in Los Angeles of prostate cancer. He was the co-founder of Anjac, a clothing manufacturing company he started in the early 1940s, using a combination of his name and that of his wife, Annette. In addition to Anjac, Needleman went on to own 60 buildings and many parking lots in the city's historic core.
As proprietor of primarily older structures, he became an influential and usually supportive figure to developers and preservationists and a major donor to the Los Angeles Conservancy. Needleman's holdings included the Orpheum Theatre, one of the most opulent of the old Broadway movie palaces, and the Grand Olympic Auditorium, which he made available for boxing matches and for use as a gym for underprivileged youths. When Needleman bought the Olympic from the Los Angeles Athletic Club in 1980, many feared he would raze it -perhaps to build one of his parking lots. Instead, he restored it. "Tear it down? The tax to businesses for maintaining the area was made mandatory with enactment of a Business Improvement District in 1995. "I've been in real estate for 45 years, and I have faith in the city's great sanitation department," said Needleman, explaining why he considered the voluntary fees unnecessary. "We have stayed in business by taking care of ourselves.

Needleman urged his own three sons -Dennis, Marc and -to succeed without his backing and refused to co-sign their business loans. He later gloried in the success of their Denmarst which developed shopping centers and other properties. The family is known in Los Angeles business circles for its mutual affection and its members' ability to work together.

SAMPSELL, Paul Warren born December 26, 1916. Died May 1, 1999. He was the son of Paul Warren and Dorothy Sampsell of South Pasadena. He was a sixtyyear resident of San Marino. He graduated from South Pasadena High School, Occidental College and the Stanford University Graduate School of Business.
Paul was a well -known manufacturer of rubber products and for many years was co-owner of the West American Rubber Company in Orange, California. He was an avid sportsman and traveler. His great love was the summers spent at his home in Victoria Cove, Laguna Beach. He was a member of Annadale Golf Club, the Valley Hunt Club, Newport Harbor Yacht Club and the Tournament of Roses. He is survived by his devoted wife, Winifred; daughters, Susan Weller and Sherrill Miller; granddaughters, Kristen Weller, Monica Miller and Margot Miller and sonin-law John Miller.

A fourth generation Californian and native of Monterey County, Mr. Silliman's law career spanned over three decades.
He graduated with honors from Boalt Hall at the University of California in Berkeley, clerked for the Supreme Court of Nevada and then established his legal practice. In the turbulent late 60's he became internationally known as part of the defense team for the Soldad Brothers' Trial which then led to the representation in the 70's of civil rights clients including such controversial luminaries as Huey Newton, with offices in San Francisco, Salinas, Carmel, Big Sur, Venice and finally Los Angeles, Mr. Silliman in later years dedicated his practice to the defense of the poor and disenfranchised. Mr. Silliman's pursuits went beyond law to establish him as a composer, writer, musician and ranconteur.
These many aspects of Mr. Silliman, who was the son of Honorable James W. Silliman and Nevelle Silliman of Salinas, will be celebrated in a memorial on May 23 in Carmel Valley. Timpane's death in 1971, she worked as a nurse in hospitals including Mercy Hospital, Placentia Linda, Tustin Community, and Garden Grove General. She served as a 'Red Cross volunteer a regular basis and was a member of St. Norbert's parish in Orange and later St. John of God parish in San Francisco, Calif. She served as Treasurer of 1968 presidential campaign for the Women's Democratic Society of Orange County.
In 1989, she received her B.S. in Medical Sciences from Chapman University in Orange and moved to San Francisco, where she worked at the Veterans Administration Hospital. She is survived by two sisters, Emma Gilroy and Betsy Starr; a brother, John Goldacker; three daughters, Mary Acord, Colleen Timpane, and Shannon Timpane Moser; six sons, John, Michael, Kevin, James, Brendan and Patrick; and 10 grandchildren, Justin, Sean, Pilar, Conor, Kyle, Daniel, Rachel, Megan, Matthew and Claire.
